Here's a black and white promo image of Nick's all-time arch-enemy, Baron Wolfgang Von Strucker, the WWII Nazi and founding father of HYDRA. Never one of my favorite bad guys... I found him kind of boring as a character, but at least Nick has (had?) a true arch-nemesis.
Kind of like old Nick himself, Strucker has had more than his fair share of "deaths" and "reincarnations." Except with the Baron, one storyline took the premise that he was dead and that Hydra re-animated him. This is an image of the resurrected Strucker.
Of course, Strucker by himself was never much of a threat. It was the terrorist organization he founded at the close of WWII, HYDRA. More than any one man, fighting the whole of HYDRA has been Nick Fury's career and life, and the reason for SHIELD's very existence. This picture sums up HYDRA pretty well - the Baron, Madame Hydra/Viper, and a Hydra agent in the classic uniform, all under HYDRA's logo.
Nick Fury's most tragic enemy has to be Scorpio, wielder of the powerful Zodiac Key. Why? Because Scorpio's real name was Jacob Fury, Nick's little brother. Driven mad by his insane jealousy of his big brother, Jake Fury became the deadly Scorpio and was part of the first incarnation of the Zodiac. Tragic all the more because Scorpio ultimately died at the hands of his older brother.

Advanced Idea Mechanics. After HYDRA, A.I.M. and its mercensary scientists have been SHIELD's oldest adversaries. Of course, during the Deltite Affair it was discovered that HYDRA and AIM were both pawn organizations under a master conspiracy put into motion by Von Strucker decades ago. Since then, AIM has re-established itself as an independant and operating organization.
This has to be Fury's sexiest foe - Madame Hydra, better known these days as Viper. She's sleek, she's sexy and she's deadly. This image of Hydra's First Lady comes from the cover of "Nick Fury vs SHIELD" number 4.
Maybe my favorite "Fury Foe," the Yellow Claw was Steranko's choice of villian for the second major story arc in his groundbreaking run with Nick Fury in the pages of "Strange Tales." Sadly, this story arc from the 60's represents Nick Fury's all-time high in popularity, and thereafter his series and genre lost steam and the character never again achieved the same levels of popularity or excitement.
While the Red Skull may be correctly considered more the arch-enemy of Captain America, Herr Schmidt and Col. Fury have crossed swords on numerous ocassions. The Red Skull being a Nazi and Fury being a World War II veteran, the Red Skull symbolizes more than anything else all that Fury stands against.
One of Fury's more memorable foes from his first solo series was the Hate Monger, whose fearsome visage made for some very classic Steranko covers. A clone of Adolph Hitler, the Hate Monger was a perfect foe for a hero like Nick Fury.
One of Marvel's more grotesque villians, Modok was the AIM test subject that mutated into a "master-brain" and eventually took control of the criminal organization.
Despite both of them being Marvel "heroes" Nick Fury and the Hulk have more often than not been at odds with eachother. And despite a certain mutual respect for eachother, Fury's job working for a government that fears the Hulk has made the two enemies more than allies.
I'm not sure whether Arnim Zola every directly fought Nick Fury and his boys from SHIELD, but as another Nazi character with his origins in the Third Reich, if he's not an enemy of Fury in experience, he is in principle.
Marvin Flumm was one of the first, of many, SHIELD agents to go bad. Using his mental powers under the alias of Mentallo, this agent turned on SHIELD along with his partner in crime, the Fixer.
Speaking of whom, here's a pic of the Fixer in something close to his original costume. Nowadays, the Fixer is struggling to be "one of the good guys" within the membership of the Thunderbolts (and he looks way cooler now, too).
Another Marvel "hero" to always be on the opposite side of Fury is Frank Castle, aka the Punisher. Castle has always been a thorn in Fury's side, and Fury has never liked "Frankie-Boy." And let's not forget that the Punisher "killed" Nick in what was meant to be Fury's swan song - Marvel Edge Alpha and Omega.
Another former SHIELD agent, Brent Jackson's malicious operations concerning Wolverine ran afoul of the Canucklehead's pal, Nick Fury. Now Jackson heads up the mysterious Weapon X project and it remains to be seen if Jackson and Fury will again find themselves at odds with eachother.
One of the more promising villains from the second Nick Fury series, Leviathan had the brains, the ruthlessness and the uniqueness to maybe become a first order enemey of Nick's. Alas, before the character could be developed much further the series was cancelled. But he's still in the Marvel Universe, so who knows what might yet become of this bad-guy?
